=COUNTIF(C3:C19,"C")

Formula Description :

C3 is C column name and 3 is Row number where are you start the condition. Here the same C19 C is the also C name and 19-row number is you to end of your count search. In the double quotation, C is the conditional which you want to count here is too conditional one C and another is D.Below Figure I am clear to you.
